An analysis of the development of computer facilities in government, corporations and
institutions and the manner in which they have structured their communication networks
juxtaposed to the incorporation of critical systems software, testify to the fact that
serious problems exist in instituting safety procedures to ensure that these facilities
are not violated and that they function effectively and efficiently.
Scientific methods, procedures and, practices in the field of
information technology and computer security have disclosed the pressing need for
implementing the following critical tasks necessary to guarantee that safety and
protection of computer facilities are insured:
Developing technical instruments vital for preserving and maintaining
information security and making them known and available to management;
Developing a "corporate mentality" that continuously
strives for new and different strategies to ensure systems model for protection of the
corporate information so critical to all functional levels in computer facilities;
Scientific inquiry and practical results available to organizations
increase their economic effectiveness and efficiency through program-technical competence
and skills is totally contingent upon the their information systems and networking. Hence,
the vital importance of maintenance of information security;
Government legislation must provide legal base upon which to control
and regulate the use and misuse information in The Republic Moldova.
Therefore, what is badly needed is the creation of an Electronic
Information Magazine that would meet the needs of the task of information security
enumerated above in the following ways:
It will provide current scientific research reports, studies and
consultations with experts in the field of computer technology and information systems;
It will make know importanct references to specific areas of concern
and interest to computer facilities;
It will make available knowledge, information and technology on
promoting, protecting and providing information safety to all areas in Moldova.
Budgetary constraints do not make it possible to create a magazine in
the usual and traditional printed form. Nevertheless, it is possible to present the tasks
and materials proposed here by organizing an electronic edition. It would encompass all of
the advantages of the traditional forms of publishing activity while defraying if not
eliminating the excessive costs. It is within this framework that the edition will offer
opportunity for discussion of urgent problems to those in Moldova confronted with urgent
problems of information security.
We are ready to discuss our perspective, tasks and, methods for joint
activity with the interested organizations.
